  • EU-Israel relations strained; unanimity for sanctions hard to achieve; Spain, Ireland, Slovenia push for suspension of Association Agreement.

"The European Union has warned it is prepared to impose sanctions on those facilitating the trade of Ukrainian grain stolen by Russia, after a Panama-flagged vessel, the Panormitis, carrying over 6,200 tonnes of wheat and 19,000 tonnes of barley, arrived at Haifa port. A European Commission spokesperson stated the EU condemns actions that fund Russia's war and circumvent sanctions, and has contacted Israel's foreign ministry. Ukrainian President Zelenskyy urged Israel to reject the ship and announced preparations for sanctions. EU sanctions require unanimity, which is difficult regarding Israel due to divisions among member states, especially over the EU-Israel Association Agreement."
