"The Bill amends the Garda Síochána (Recording Devices) Act 2023 to permit An Garda Síochána to conduct biometric analysis on documents including video footage, subject to a Code of Practice. It enables retrospective searching for arrestable offences (punishable by 5+ years), missing persons, or State security. Oversight includes a High Court judge's annual report, mandatory data protection and human rights impact assessments, and Oireachtas approval of codes. Unmatched biometric data must be deleted.
