The ceilings align with legally binding carbon budgets: 295 Mt CO2 eq for 2021-2025 and 200 Mt CO2 eq for 2026-2030, aiming for a 51% reduction by 2030. Sectors include Electricity, Transport, Residential, Commercial, Industry, Agriculture, and Other. The Land-Use, Land-Use Change and Forestry (LULUCF) ceiling was deferred due to emerging scientific data. Unallocated savings of 5.25 Mt CO2 eq annually are assumed for 2026-2030, pending further allocation. Ministerial responsibilities were assigned."
